About the company

The Colombo Port City Economic Commission (CPCEC) is the government authority entrusted with the administration, regulation, and control of all matters related to businesses and operations within the area of authority of Colombo Port City. Established by the Colombo Port City Economic Commission Act, No. 11 of 2021, the CPCEC also serves as the single window investment facilitator for promoting ease of doing business within Colombo Port City, towards creating a business enabling environment.

Position summary

The technical officer will be responsible for supporting engineering, infrastructure development, construction supervision, project implementation, infrastructure maintenance, and construction management-related activities of the CPCEC. The role requires sound technical knowledge, problem-solving skills, effective communication abilities, and the capacity to work collaboratively with internal and external stakeholders in delivering engineering and infrastructure development projects in compliance with applicable regulatory and industry standards.

Key responsibilities

• Support construction supervision, project implementation, infrastructure maintenance, and construction management-related activities of the CPCEC.
• Assist in the delivery of infrastructure development projects in compliance with applicable regulatory and industry standards.
• Provide technical support in reviewing, monitoring, and coordinating project-related activities with relevant internal and external stakeholders.
• Apply sound technical knowledge to support effective problem-solving in engineering and infrastructure-related matters.
• Maintain effective communication and coordination with stakeholders to ensure smooth implementation of assigned technical functions.
• Support the CPCEC in ensuring that technical activities are carried out in line with applicable regulatory requirements, industry standards, and project objectives.

Qualifications, experience & skills

• Minimum of 1 to 3 years of relevant experience in construction supervision, project implementation, infrastructure maintenance, or construction management.
• Registered with the Engineering Council of Sri Lanka (ECSL) under the engineering diplomate or engineering technician category.
• Candidates should possess any one of the following qualifications recognised by the Tertiary and Vocational Education Commission (TVEC) and/or the government of Sri Lanka:
  1. National vocational qualification (NVQ) level 6 in a relevant engineering field;
  2. Higher national diploma in engineering (HNDE); or
  • National diploma in technology (NDT); or
  • National diploma in engineering sciences (NDES); or
  • Any other equivalent technical qualification recognised by the government of Sri Lanka.
• Demonstrate sound technical knowledge, analytical and problem-solving skills and effective communication abilities.
• Capacity to work collaboratively with all stakeholders in delivering engineering and infrastructure development projects, and in compliance with applicable regulatory and industry standards.
