Position overview

The construction regulatory compliance specialist i is a foundational role within atmos’s compliance department, designed for a high-potential candidate who can be trained in U.S. construction labor and regulatory compliance. This position supports labor and regulatory compliance monitoring across active construction and development projects in the DC, Maryland, and Virginia region.

Prior experience in the construction industry is preferred; training will be provided. However, this role requires strong analytical ability, excellent English communication skills, attention to detail, self-direction, and the ability to learn complex regulatory requirements over time.

The compliance specialist i will support project compliance from initial document review and contractor engagement through ongoing monitoring, corrective action tracking, and final reporting, under the direction of the director of compliance, compliance managers, and senior team members. Candidates who demonstrate strong performance will have opportunities for growth and expanded responsibility within atmos.

Job responsibilities

The compliance specialist will be trained to support the following responsibilities:

Regulatory review and compliance tracking

  1. Research, interpret, and apply federal and local labor compliance requirements with guidance from senior team members, including Davis-Bacon prevailing wage requirements, DC first source employment agreement requirements, DOES new hire and hours-worked reporting, section 3 labor hour requirements, CBE/MBE/SBE subcontractor participation, and DC office of apprenticeship, information and training (OAIT) requirements.
  2. Review wage determinations, bid specifications, contractor apprenticeship agreements, union apprenticeship agreements, and project documents to identify applicable compliance obligations.
  3. Track regulatory updates, agency guidance, project requirements, deadlines, and documentation needs that may affect assigned projects.
  4. Review certified payroll records for accuracy, completeness, worker classification, wage rates, fringe benefits, apprentice documentation, and other compliance indicators.

Contractor and project compliance support

  1. Attend internal and external compliance meetings and assist in communicating project-specific compliance obligations to prime contractors and subcontractors.
  2. Support monitoring of contractor and subcontractor compliance with labor, workforce, apprenticeship, section 3, and other compliance requirements.
  3. Track DC first source new hires, DC resident worker hours, DOES reporting, section 3 labor hours, targeted section 3 hires, and related documentation.
  4. Track CBE/MBE/SBE subcontractor participation commitments against reported spend and performance.
  5. Identify payroll errors, missing documentation, reporting gaps, compliance deficiencies, and unresolved issues, and escalate them to compliance managers as appropriate.
  6. Support corrective action follow-up, including deficiency notices, contractor correspondence, restitution documentation, and compliance status tracking.
  7. Assist with wage, classification, and restitution reviews under the direction of compliance managers.
  8. Support preparation of documents related to labor compliance, workforce participation, apprenticeship compliance, and subcontractor participation requirements.
  9. Complete assigned tasks accurately, efficiently, and within required deadlines.
  10. Maintain complete, organized, and audit-ready project compliance files across assigned engagements.
  11. Coordinate with contractors, contracting officers, agency representatives, clients, and internal team members to help resolve compliance issues.
  12. Support client advisory work related to compliance strategy, risk, documentation, reporting, and corrective action.
  13. Develop professional working relationships with clients, contractors, agencies, and industry representatives.
  14. Prepare weekly, monthly, quarterly, semi-annual, annual, and special compliance reports for internal management, clients, agencies, and contractors.
  15. Draft professional correspondence, including compliance notices, deficiency letters, corrective action requests, meeting recaps, and follow-up documentation.

Education, qualifications, and skills

Education

  1. Bachelor’s degree required. Preferred fields include engineering, business administration, construction project management, public policy, urban planning, finance, or another analytical discipline.
  2. Advanced degree, such as an MBA, MPA, MS, or equivalent, is a plus.
  3. Strong academic or professional record demonstrating analytical ability, attention to detail, and the ability to process complex technical, financial, or regulatory information.

Experience

  1. 1–2 years of professional experience in administration, data review, project coordination, reporting, finance, procurement, compliance, construction project management, or a related field is preferred.
  2. Experience working across multiple projects, deadlines, or stakeholders is strongly preferred.
  3. Experience preparing formal reports, professional correspondence, documentation, spreadsheets, or client-facing deliverables is strongly preferred.
  4. Prior exposure to construction, government contracting, payroll review, labor compliance, public sector projects, or workforce compliance is a plus.

Technical skills

  1. Proficiency in Microsoft office suite, including Word, Excel, PowerPoint, and Outlook, is required.
  2. Intermediate to advanced Excel skills are strongly preferred.
  3. Comfort working with numerical data, spreadsheets, payroll records, reporting templates, and structured documentation.
  4. Ability to learn compliance, payroll, and reporting platforms such as LCPtracker, Elations, and agency online portals.

Additional requirements

  1. Professional written and verbal English proficiency required, including the ability to read regulatory requirements, draft agency correspondence, prepare compliance reports, and communicate clearly with contractors and clients.
  2. IELTS overall minimum score of 7.0, TOEFL iBT score of 83–90, or equivalent demonstrated English proficiency is preferred.
  3. Regular and reliable attendance required.
  4. Must demonstrate professionalism, sound judgment, discretion, accountability, and consistency in all client, contractor, agency, and internal interactions.

Work schedule

This position follows United States Eastern time business hours. The required schedule is Monday through Friday, 8:00 AM to 5:00 PM Eastern time.

For candidates located in Sri Lanka, this generally corresponds to:

  1. 5:30 PM to 2:30 AM Sri Lanka time when the U.S. is observing Eastern daylight time
  2. 6:30 PM to 3:30 AM Sri Lanka time when the U.S. is observing Eastern standard time

This is an overnight schedule for candidates located in Sri Lanka. Applicants must be available to work the full U.S. Eastern time schedule, Monday through Friday.
