About the company
Skills for an inclusive economy (S4IE) is supported by the Australian government and implements part of the Australian aid program in Sri Lanka, delivered through the Sri Lanka Support Unit (SLSU). S4IE supports policy and program initiatives that strengthen inclusive economic participation, including through skills development and market-relevant learning solutions.
The Central Bank of Sri Lanka (CBSL) is implementing the national Financial Literacy Roadmap. S4IE is partnering with CBSL to digitise the full Financial Literacy Curriculum for Micro, Small and Medium Enterprises (MSMEs) to enable broader outreach, scalability, and improved behavioural outcomes through accessible, mobile-first learning solutions.
Project scope
S4IE and CBSL have agreed a digitisation approach that prioritises:
- Short, structured lessons (5–10 minutes)
- MSME-relevant storytelling and scenario-based learning
- Multilingual accessibility (English, Sinhala, Tamil, with a sign-language option approach)
- Low-bandwidth, mobile-first access
- Interactive learning (quizzes, simulations, applied exercises)
- Measurable learning via assessments and certification
This procurement consists of two integrated workstreams:
- Learning Management System (LMS): Configure a future-ready LMS that supports full curriculum delivery and future expansion
- Content Digitisation: Convert the full Financial Literacy Curriculum into an interactive, structured digital learning experience
