Project description

Viluthu along with Centre for Equality and Justice (CEJ) and Vital Voices in partnership conducted a comprehensive mapping of existing and past institutions, such as committees and task forces, as well as the various services currently provided that directly address SGBV. With a particular focus on access to justice and accountability, the mapping measures service availability, accessibility, and effectiveness and highlight the gaps and shortcomings to be addressed. The mapping activity conducted through three phases in 8 selected districts collecting data from women, including victim-survivors of different forms of SGBV, women heads of households (WHH), and a variety of actors in both the state and non-state sectors involved in SGBV response and prevention mechanisms. The study outcome will be beneficial to state service providers as well as for civil society advocacy and service implementation. Lessons learnt, best practices and effective service provisions will be highlighted with the aim of advocating for their expansion, adaptation, or adoption to improve SGBV service provision. The final report will include findings and recommendations to different stakeholders such as state and non-state service providers, policy makers, and civil society advocacy groups.

Project objectives

  1. To improve the implementation of SGBV service provision and prevention for women and girls.
  2. To measure the impact and effectiveness of previously established task forces and the policy framework to address SGBV as well as of services and initiatives that are currently available to respond to the needs of survivors of SGBV by identifying systemic gaps to improve SGBV prevention and response provision.
  3. Identify lessons learned to inform a more effective-and sustainable intervention of the SGBV service providers including recommendations from civil society actors and target groups.
  4. Launch the practical recommendations of civil society actors from the mapping and lessons learned from the implementation of the research, focused on how to implement an effective access to justice approach, advocate for improved SGBV service provision, raise awareness and solicit government buy-in.
  5. For CSOs and governmental bodies to exchange perspectives, lessons learned, and more importantly to further recommendations of the report.

Task

Provide research inputs and review existing research documents and associated products to ready such for publication and public dissemination in June 2026.

Role and responsibilities

  1. Reviewing, provision of inputs and finalisation of prepared research documents including reports, briefs, presentation material, videos and social media posts ahead of their release in June 2026.
  2. Presentation of prepared documents, videos and PPTs at a large-scale stakeholder event in Colombo, that includes policy makers, government officials, international partners, CSOs etc. This includes taking part in panel discussions, dialogues and other interactions at the event.
  3. Provide advice and inputs on the stakeholder meeting, after and follow up actions, and on effective ways to promote the research at stakeholder circles.
  4. All products and tasks to be coordinated with Viluthu team, other contracted parties and the assigned coordinator on behalf of Viluthu.
  5. Products, presentations and interactions will be in Sinhala, Tamil and English.

Duration

The service contract will start in June/July 2026 with periodic consultations needed between the research team and the data consultant during data visualisation beyond the contracted dates.

Requirements

  1. All applicants must have strong recent experience in research and advocacy working relating to gender, SGBV, policy and other related fields.
  2. Team lead must possess 10+ years relevant experience or a PhD from a relevant field of study.
