EML Consultants PLC, a leading engineering and multidisciplinary consultancy and project advisory firm, is seeking a highly competent, commercially driven, and result-oriented professional to join our leadership team as Consultancy Proposal & Bid Development Manager.
Key responsibilities
The successful candidate will be responsible for:
- Preparing and managing consultancy tender submissions for consultancy contracts issued by government institutions, donor agencies, international funding organizations, NGOs, development partners, and private sector clients.
- Managing consultancy bid submissions across infrastructure, engineering, utilities, environmental, digital infrastructure, industrial, urban development, water resources, energy, climate, and multidisciplinary consultancy sectors.
- Preparing quotations, technical proposals, and commercial submissions for private sector consultancy assignments.
- Developing high-quality project methodologies, technical approaches, implementation strategies, staffing plans, work schedules, and execution frameworks.
- Preparing BOQs, tender cost estimates, financial proposals, pricing models, and commercial analyses.
- Developing and tailoring expert consultant CVs in accordance with tender eligibility criteria and evaluation requirements.
- Building, expanding, and maintaining a comprehensive database of expert consultants across multiple technical and professional sectors.
- Tracking project opportunities and reviewing EOIs, RFQs, RFPs, TORs, consultancy procurement documents, bid conditions, and contractual requirements.
- Coordinating with internal technical teams, external consultants, consortium/JV partners, and subject matter experts for proposal development.
- Supporting local and international consortium/JV formation for strategic consultancy opportunities.
- Identifying and monitoring new consultancy business opportunities and advising management on bid strategy.
Highly desirable experience
Hands-on experience in consultancy proposal preparation under international procurement frameworks, particularly ADB, World Bank, JICA, UNDP, IFC, AIIB, GIZ, UN agencies and etc.
Educational qualifications
Applicants should possess:
- Bachelor’s degree in engineering / quantity surveying / town & country planning / project management / procurement / business management / construction management / economics / environmental management / infrastructure planning or related discipline.
Experience requirements
- At least one year of relevant professional experience.
- Proven experience in consultancy bid management, tender preparation, proposal development, or project commercial management.
- Demonstrated experience in consultancy tender submissions for public sector, donor-funded, NGO, and private sector assignments.
- Proven experience in preparing both technical and financial consultancy proposals.
- Experience in infrastructure, engineering, utilities, environmental, digital infrastructure, industrial, development, or multidisciplinary consultancy sectors.
- International donor-funded consultancy procurement experience will be a major advantage.
- Proven ability to manage multiple simultaneous tender submissions under strict deadlines.
Required skills
- Excellent proposal writing and technical documentation capability.
- Strong understanding of consultancy procurement procedures and evaluation methodologies.
- Tender cost estimation and BOQ preparation expertise.
- Financial/commercial proposal preparation capability.
- Strong consultant CV development and expert profiling skills.
- Advanced proficiency in Microsoft Word, Excel, PowerPoint, and proposal formatting.
- Excellent English business writing and communication capability.
- Ability to independently manage complex consultancy bid submissions.
